2) How are flight attendants going to serve the upper deck passengers?

3) Doubts about getting everyone out consistently in an emergency.

So...not going to happen.

Volume on a plane is as valuable as floor space. Many layouts would not have that overhead volume even without bins. E.g 737:

Window passenger barely fits as is.
On widebodies, there is more room, but there are other uses for the overhead space, e.g. crew bunk can go up there.

These airplane ideas come up from time to time, usually with some homespun "conspiracy" why it doesn't exist.

If airlines figured out a way to make a profitable entirely first-class airline which traveled to even one hundred destinations, they would have done it by now.
