VA-237 also passes through Falls Church independent city. But while 237 passes through Fairfax County, it misses by several miles its main government center in unincorporated Fair Oaks (there's a smaller one near Fort Belvoir). The county's courthouse is in Fairfax city, but only because the city and county share that courthouse and commonwealth's attorney, much like Arlington and Falls Church have separate government centers but share a courthouse and C.A. located in Arlington.

Wis 23 hits 6 of the 8 county seats. Missing Columbia (Portage) and Sauk (Baraboo). Not bad for how long it is at 211 miles.

This is a pretty neat topic.

US 18 is another near miss in Wisconsin. It passes through 6 of 7 county seats, only missing Lancaster in Grant County.

If we're doing US routes, then US 460 in Kentucky fits that bill: Frankfort (Franklin), Georgetown (Scott), Paris (Bourbon), Mt. Sterling (Montgomery), Frenchburg (Menifee), West Liberty (Morgan), Salyersville (Magoffin), Paintsville (Johnson), Prestonsburg (Floyd) and Pikeville (Pike).
Government would be tolerable if not for politicians and bureaucrats.
