How would you fix the BQE Triple Cantilever in New York?

Start with dropping the negative attitude: instead of a Cantilever, maybe try building a Canilever.

Does that mean a low inoperative draw bridge is called a Cantopener Bridge...?

Install new piers so they would no longer be cantilevered.

Replace it with a tunnel. It's the only way to keep it safe.

Let it fall down and then transport vehicles over the rubble using helicopters with graphing hooks.

All they need is a good earthquake, and it can go the way of the Embarcadero Freeway.

Which raises a good question...

Aside from the earthquake, why did San Francisco want the Embarcadero Freeway torn down?

Cat owners didn't like having it named, in part, after a sound associated with dogs.
"You know, you never have a guaranteed spot until you have a spot guaranteed."
—Olaf Kolzig, as quoted in the Washington Times on March 28, 2003,
commenting on the Capitals clinching a playoff spot.

"That sounded stupid, didn't it?"
—Kolzig, to the same reporter a few seconds later.

The petition was poorly worded.  Most respondents actually supported reopening the Embarcadero, but too many mistakenly supported its demolition due to the confusing verbiage.

The concrete was meant to be recycled by shipping it across the country so an I-366 could be built in Virginia with an 85 MPH speed limit.

The people in the other neighborhoods of San Francisco were jealous of the great views you could get driving on the Embarcadero Freeway.

Maritime captains were too worried about cars using it as a slingshot to "embark" on a voyage and slamming into their ships, so they lobbied to have it torn down so cars would be forced to use actual boat ramps.

S.F. could've done it way before then, but they were just too stingy to actually do it, so they waited for Mother Nature to do it for them. Across the bay, Oakland also wanted I-880 torn down, but they were too broke to do it, so they waited until Mother Nature did it herself. Unfortunately for baseball fans, that came during the World Series, and Giants fans still can't get over how they were swept by the same team that is now squatting in Sacramento before moving on to Las Vegas.
