Nobody. It's a set of stop signs, not a set of go signs.

Edited to add: I now have this mental image of a stop sign flipping over to display a green octagon with "GO" text when it's time for a particular driver to go, with the flipping accompanied with the "clang" sound you hear on Family Feud when they turn over an answer.

You left out the step where everyone starts to go, then immediately stops after eight inches, then goes again, then stops after eight more inches.
