So why do most sports lie about the start time, especially when baseball gets it right?

If a game is supposed to start at/near 7 PM:

A World Cup game starts at 7 PM on the dot.
An MLB game will start at 7:05 or 7:10, and it will accurately be described as 7:05 or 7:10 PM.
Football, basketball, and hockey will all lie to you and claim 7 PM when it starts ten minutes later.

NFL does fairly accurately list kickoff times. 1pm kickoffs are at most a minute late. College football is a pretty bad offender though.

Cox used to have cable boxes that would display 10:00 if there was an error.  One day when I was working in dispatch, a tech called in because he plugged his customer's box in and it showed an error, so he wanted me to send it a signal hit.  Just as I was about to send it, he saw the time flip to 10:01.  —Never mind.  I guess it's just ten o'clock right now.

That's at the UK countries' own requests, so they can each have their individual "country within a country" independent representation.

That doesn't "annoy me" but it is something I find a little strange sitting here from my American perspective.  Toss Wales and Northern Ireland into that mix also I suppose.  I'm aware that they all have significant cultural differences (more than U.S. states) and serious historic animosity toward each other. 

Couldn't "in theory" an individual U.S. state petition FIFA to attempt to qualify as their own nation?

If Puerto Rico becomes a state, I don't know that they'd care so much about FIFA, but they may petition the IOC to keep their separate designation. They have six medals, including two gold, over the past four Summer Olympics.
