I regret to inform you that it's not really much of a joke; this is actually how a lot of people think in Oklahoma.

When I worked as a slot attendant in Oklahoma we used to have preshift meetings where, as a get-to-know-your-coworkers-better exercise, they would let one of us ask a question which each person would answer in turn. One time I asked "When a lane is closing on the highway, do you get over when you see the lane-ends-ahead sign, or do you wait until you're at the cones?" Man, I should have just asked about people's politics or religion. Everyone went out on the floor mad at each other after that.

Oh, I don't doubt.  The most memorable on-the-road case for me personally was in Oklahoma.  Some regional trucker was riding the dashed white line in order to prevent anyone from using the left lane for its remaining ¾ mile and, if anyone got close, he'd move over into the left lane itself to block them even more.  The highway had a decent-sized left shoulder, so I simply passed the vigilante dude on the shoulder instead.

Tons of semis park on the shoulder on this area of the Turner Turnpike even though they are not really supposed to. That is tragically why they are not supposed to do that. Maybe this could spur OTA to put in some truck parking along the Turner?

The problem is mostly in Creek County for some reason. I don't know why, but the only other place I've routinely seen that parking behavior more than the Turner is I-40 in eastern Arkansas, another corridor that is also severely lacking in truck parking amenities relative to its traffic.

Especially since the definition of "driving" as it relates to truck drivers includes more than what a layperson would think of.  Stuck waiting for three hours to load or unload before a place is ready for you?  That still counts as "driving", making it difficult for truck drivers to plan where they're going to end their day.  While a layperson might drive later into the day to make up for an unexpected delay, a truck driver legally cannot, regardless of whether the delay was on the road or off.

There is also probably 12-20' of aggregate off the edge of the outside shoulder. These conditions could be confused with parking pull offs (like on the PA Turnpike) or just seem inviting to park there because they're so wide

I think by the Tulsa area they were talking about doing a truck lane pilot program in the near future so that may be why so wide there.
