For agencies that are struggling and barely provide minimal service, cut the fare in half.  The increased ridership attracted by the lower fare will more than make up for it, generating a net positive.

For agencies that are doing well and provide excellent service, double the fare.  High ridership will be maintained due to the high level of service, generating a net positive.
