But is "BC" necessary?  For years TxDOT had "Juarez" (no state, country, or accent for á) on US 54 (hidden I-110) in El Paso.  Now, in the age of Clearview, it is "Juárez, México."  (My personal preference is for "Cd Juárez" without state or country.)

I actually do prefer the country.  Maybe not for large cities like Juarez and Tijuana, but for, say, Palomas, Sonora (opposite Columbus, NM) it helps to know that I should not go down this road unless I want to be subjected to the US border patrol.

Probably a similar reason why "Bridge to Canada" is used instead of "Ambassador Bridge" or "Windsor" as controls in Detroit. Although if the new bridge is ever built, methinks they'll have to do something to differentiate the two.

I-805 southbound: SOUTH

FAIL.

And if you notice just how many different control cities I-805 north gets...couldn't south get "National City" at least once, like say between Route 94 and Route 54?

It seems the Northern California 3dis are more consistent with its control city usage, with no situations in which this is lacking, as opposed to 605 both directions or 805 southbound.  (For that matter, 710 to Pasadena is amusing enough because of how long the tunnel has been under debate...pretty much, this connection has not existed yet for the entire four-decade history of the Long Beach Freeway.)

I like using the city and country. In Detroit, the control cities for I-96 should be  Lansing & Windsor, Canada because many Detroiters go back and forth to and from Windsor anyways. I-29 north in North Dakota has Winnipeg as the control city.

You forgot Oh 32, I-471, I-75 as control points for I-275.
Please, don't sue Alex & Andy over what I wrote above

Most of our 3di control cities in Hampton Roads make sense...

(in order of appearance):
I-264 EB: Portsmouth, Norfolk, Va Beach
I-264 WB: Norfolk, Richmond (TO I-64), Portsmouth (once through the downtown tunnel pull-through signs are replaced by mileage signs showing the next 2 exits and 264's terminus at I-664)

I-464 NB: Norfolk, Portsmouth
I-464 SB: Chesapeake

I-564 WB: Naval Base, then nothing after the Gate 3 trumpet
I-564 EB: no pull-through signs posted

I-664 NB: Newport News, Richmond (VIA I-64), Hampton
I-664 SB: Downtown Newport News, Portsmouth (VIA VA-164 or I-264), Nags Head (VIA I-64), Suffolk (VIA US-13/58/460), Chesapeake. Some of these might be a stretch.

the US has a policy of officially disavowing the existence of Tijuana, BC.

this is about the newest sign I've seen with that destination.

Some other 3di control cities:

I-285: Augusta, Birmingham, Chattanooga, Greenville, Macon, Montgomery
I-240: Nashville, Jackson (Miss.)
I-310: Boutte, Houma
I-455: Dyersburg
I-459: Atlanta, Gadsden, Montgomery, Tuscaloosa
I-510: Chalmette
I-565: Huntsville
I-985: Gainesville

I-220 in Jackson doesn't have a control city, but when traveling eastbound on I-20, there is a sign on the side of the road that says "To Memphis". When traveling on I-55 southbound, there is a sign that says "West Jackson "at I-220.

I have seen Birmingham on at least one sign at an interchange on I-459.  I-565 also uses Decatur and Airport as well as I-65.  Also isn't Tampa used on I-285 in a few spots?

I-455: Dyersburg

I assume you that you fat-fingered this one and meant I-155 which goes to Dyersburg, TN.  I may be mistaken but I don't think there even is an I-455!

You're right. I think I confused it with U.S. 412, which duplexes with 155 from I-55 to Dyersburg.

I remember seeing signs to Tampa, but I can't remember if it was on 285 or I-75. Otherwise, I don't think Tampa is a control city on 285.

Well, for Connecticut...

291 East: Manchester (endpoint of route)
291 West: Windsor (endpoint of route)
384 East: Providence (waaay beyond end of route, relic of when this was to be part of 84)
384 West: Hartford (beyond end of route along 84)
395 North: Norwich (on route), Plainfield (on route), Worcester (endpoint of route)
395 South: Norwich (on route), New Haven (beyond end of route along 95)
691 East: Meriden (endpoint of route)
691 West: Meriden (on route), Waterbury (beyond end of route along 84)

A couple corrections:
291East:  South Windsor, Manchester
395North:  Plainfield only mentioned on Conn Tpke sign (which should've been Worcester), but onramp guides only advertise Norwich, then Worcester.  Providence is also used from CT 2.
691East:  Middletown is used briefly, before 691 transitions seemlessly into 66
