KC Ramp Meters Not So Great

Appears that ramp meters not really improving traffic flow as predicted. FYI for those that don't know I-435 between I-35 and US-71 is the busiest road in KC.

How are these ramp meters enforced? We have red light cameras at ramp meters because otherwise nobody will stop, especially after being in a ramp meter queue for 10 or 15 minutes.
