Definitely an error.  I've driven that road many times and never saw any ALT. US 13 signs along that stretch.

No.  US 13 runs south of the Amtrak/SEPTA rail corridor along W. 4th St./Post Road west of Highland Ave. in Chester.

Openstreetmap does show the correct routing of US 13.

Oh crap, I wasn't looking at the right road... still too early in the morning I guess.

Looking through my old maps, I haven't found any indication that [East] Ridge Road was ever an alternate route of US 13.

I have seen an old map or two with this designation, but never saw signs for it in the field (at least on DE 491). If I can track one of those down I'll scan it and post it here someday.

I think there was construction going on in the area in the recent past, which had US 13 closed and Ridge Rd. was the detour route. 

Far cry from "Alt US 13" though.

I've been seeing some new ALT routes in this region as of the last 6 months or so.  I can think of a few along the PA-73 corridor, and US-202 corridor that just looked very out of place.  I only recall the signs pointing you towards a road at an incoming intersection rather than actually being posted ALONG the route though.  Don't know if this US 13 issue is related, or if somebody just decided to throw some more budget money into strange signs..

This route was added over 8 months ago by the user Matt1993 in Changeset 23018194 (per history of Way 17230864) if anybody wants to ask him about it.

On a side note, is the first exit going SB on I-495 there really Exit #9 for DE-92?  Wikipedia says it's Exit #6.

I've seen enough old maps refer to this that I think it was an actual designation once. Signed or not, I cannot say. FHWA-official, unlikely. But it's PA.

Not sure regarding this particular segment; but further north/east, MacDade Blvd. between Chester/Woodlyn and Darby Borough had TRUCK (US) 13 trailblazer signs for most of its length up until roughly 20 years ago.  The reasoning for this truck route was due to the low clearance of the Amtrak/SEPTA trestle at the South Ave. intersection in Glenolden.

Some maps as well as one old Blue Route study from the 1970s had this stretch of Mac Dade Blvd. marked as either ALT. 13 or BYP. 13.
