Here's a dumb sign.
NO BICYCLES ON SIDEWALKS!
Right next to a bike rack.

The bike rack is accessible by the driveway connecting the parking lot to the street.  So a "No Bikes on Sidewalks" warning is perfectly reasonable - especially for reminding those picking up their bike from the rack.

Might be a Delayed Green? But those are often signed as "Deleyed Green" or something similar.

The wait for green nonsense was in New Jersey when I lived there as it was to let the motorist know the opposing side had a permissive green and not to think that your red light is an error when the other cars begin to move.

On the other side of the coin, there were signs that also stated "Opposing Traffic Has Extended Green" for instances of when the permissive phase was at the end of the cycle instead of at the beginning

There are a lot of those in this area as well. Region 1 loves using lagging protected phases, especially if only one direction gets the protected phase. In theory, it decreases waiting, as an unnecessary protected phase can be skipped if the vehicles are able to turn during the permissive phase.

In that particular example, it's probably because of the advance green for busses.  They don't want people following the bus forward while the light is still red for everyone else.

We have something similar to that in North Carolina, but it's only two lights either vertically allowing buses to go or horizontal not allowing buses to go.  Here, seen far left on google street view: https://goo.gl/maps/V78jFnzYWrj

I know why the sign is there, I just posted it because it went along with what was being posted by others. I'm drawing a blank as to where some of the others are, but there are others at locations without bus priority.

Not depicted like this. MUTCD does have separate two/three aspect signals for light rail transit...several jurisdictions use the transit signals for dedicated bus-only lanes.

Red = White horizontal bar
Yellow = White flashing triangle [this indication is omitted from the two aspect signal head]
Green = White vertical bar
Green left arrow = White diagonal bar going from top left to bottom right (reversed for right arrow)
