Gantry overkill?

This behemoth spans the entire I-4 freeway in Lake Mary, FL.  Northbound signage is 2 BGS's.  Southbound has one tiny BGS.  Would there be a reason to go with such a huge (and likely much more expensive) gantry than separate, smaller, single-stanchion ones (alliteration unintentional).

That is fairly OTT for a structure that doesn't do anything more than what is pictured.  Maybe if both directions of traffic had really big BGSes, then maybe, but with 3-sided latticing (sp?) used on this one, it's only feasible to do sign mounting in the pictured direction (even though it looks like they tried putting something up before over there but it's gone now).

I almost wish this were a photoshop, then it wouldn't turn out to be such a glaring waste of money.

No, since it wasn't all open back then. And it wasn't 53 (53CA-CB was farther east).
