There could be a 3xxx pair in Louisiana, but I doubt it.

I found one. LA 3002 and LA 3003 in Denham Springs. I should have caught that one earlier because I drive right by it every weekday to go to work.

As a millennial from Illinois (highest prices in the nation are in Chicagoland), I find myself at a huge disadvantage in this challenge.  I'm so disadvantaged that the only post I can muster is one that barely qualifies:  the price is for E85, and you can barely tell that the price is below $2.  I can't fully make out what the whole price is, but all that matters is that it begins with a 1!

I looked through my sign pictures and didn't find any that clearly showed a sub-$2 price. I have one from several weeks ago that may be that low but the price is too obscured to tell. I have one from my trip to Texas around New Years but the price was $2.0x.

I'll go to Canada also.  This in Regina, Saskatchewan, on June 10, 2001.

Hard to see the actual price, but clearly under $1CDN per liter.

While three-digit SR can get a wide shield in Florida, everything seems a tad right-justified in this example:

I considered excluding this sort of case where they used a wide shield to hold a wide number, but used narrow digits, making the wide panel unnecessary. This happens a lot in Louisiana; one could argue that there is almost no need for Louisiana to use wide shields at all. I see that Oklahoma is rather bad about using wide shields and narrow numbers as well. Or maybe not; this sign definitely did not need to be wide.
