If they're both circle-shield states, than oval / enlongated circles / capsules / ellipsoids can go together. Since we're not making exceptions on Louisiana's, Idaho's, or US shield  color variations...best not to be too picky?

It's allowed. In fact, they both match the standard circle, as this game doesn't distinguish between 2-digit and 3-digit forms.

LA 137 => Hawaii County 137 (on Hawaii island and in most of the rest of the state, county route markers are identical to Hawaii state route markers):
