I don't think that passes the game..." 1100"  is the Card Number/Value, and, while implied, "Population"  is the Suit/Color...all in UNO terms

I believe the only "Cards"  that can be played, lacking a Number on them, are WILDs

Proper Plays would be a sign with "1100"  on it, a "Population"  number on it, possibly "Ramsey"  with an unlabeled number following (for example, a common mileage sign, but that is simply "Ramsey #"  as that would literally match this sign), or a WILD

I doubt that "a common value for US work zones" has any significance in northern Québec.  It also doesn't explain the other distance of 285 meters (935 feet) or 385 meters (1263 feet).
