Have you tried editing images on different software?

Faststone Image Viewer is my jam, and it's free for non-commercial work. Organize your photos and browse thumbnails, resize, tilt, batch rename, change colors/levels/curves and that's 95% of what goes into sorting my images. Best of all, it's not a memory hog...I think it's crashed on me just once in 15 years.

GIMP is useful for some things like assembling images (assembling separate image files together as one, for example) but I don't use it as much. Probably does most of what Photoshop does and everything else above but image organizing and batch renaming.

I have Photoshop 5.5 which isn't free but it's ancient and gets the job done for a few minor tasks (I am not a wiz at layers; other than a few tools and a 2-3 options I've used frequently). Image editing software from the turn of the millennium wasn't designed for 30 megapixel images with 16 bit-color depth, so it's rather slow. But I haven't found anything else that removes windshield spots from images so neatly (Dodge/Burn tools).

The most I've been able to do is use Snip & Sketch. I can't block license plate numbers or SunPass codes with it though. I also can't resize any photos.

I hope those others won't take up too much space. I don't have a lot left.

At least we have different terms for them now. In the 90s a kb could be either 1000 or 1024 bytes depending on who it benefited (the operating system would quote sizes in multiples of 1024 but storage manufacturers quoted them in multiples of 1000).

Oh, it was even more fun, as I alluded to with my bolded point above.

A 1.44 MB floppy disk has two sides of eighty tracks each, and each track has eighteen sectors of 512 bytes.  But you'll notice that (2 ⋅ 80 ⋅ 18 ⋅ 512) / (1.44) equals neither 1000x1000 nor 1024x1024 bytes.  That is to say, a 1.44 MB floppy disk has neither 1.44 mebibytes nor 1.44 megabytes.  Rather, its storage capacity is defined in terms of 1 MB = (1000 decimal) ⋅ (1024 binary) instead—you know, just for fun.

It's not just Windows. I use Mac, and one of my files is listed as having a size of 1017 KB, which can only be possible if it considers 1 MB to be 1024 KB.

I use a clone or heal tool; copy a section with the clone feature, blur it with the heal option. I don't bother too much with cleaning up license plates, but here's an example:



Great for to removing a small unnecessarily distraction on a portrait (mark on a shirt or a skin blemish) or a minor object which clips the corner of an image. Also indispensable for removing pesky camera sensor dust, which doesn't "appear" until after you've taken 1000 new photos...

Other software makes it a little easier; drag a section, which masks an area, and then averages out some colors. Worked pretty well for this; I wanted to focus on the variety of colors by removing all of the numbers and labels.



I don't use this technique much, it's usually unnecessary for road-going photos and entirely tedious...I generally feel that if I'm spending more than 5-10 minutes editing an image, I should just toss the photo, unless I'm really stoked that every little tweak is actually improving it, instead of putting lipstick on a pig. Unless there's something really offensive, personally identifiable information, or roadkill going on, I prefer mostly "natural" photos, and if something's just unnecessary, I crop it out.

The new "Clean Up" feature in the iOS Photos app works surprisingly well to remove things from photos and would probably be reasonably useful for removing a license plate number or similar (though I have not tried it for that purpose). Apple advertises it as, for example, a way to remove a bystander who was in the background of a picture. I tried that once and the result was so-so. We were at a restaurant and in the original photo there was no way to avoid the lady at the table behind us appearing, so I tried using Clean Up to remove her. You could tell something had been removed, but it was less distracting than seeing her face reading a menu. For other less complicated tasks I've found it works pretty well. I tried taking a picture of a cheeseburger on a plate with a small dish of ketchup sitting nearby on the bar and then removing the bowl from the picture. That worked really well, although if you looked very closely you could tell something was altered because the decorative lines around the edge of the plate were very slightly distorted.

That's because computers are base 2 (binary) and not base 10.  A switch, memory bit, etc. is either off or on.  So instead of counting or allocating by 1, 10, 100, 1,000, etc., computers count by 1, 2, 4, 8, 16, 32, 64, 128, 256, 512, 1,024, etc., although physically a file may not need all the space allocated for it.
