It would be if it wasn't blurred. 30 mph is my next guess, I don't see it reasonably being anything else.

I'm also surprised this went as long as it did, considering my propensity of pulling out random locations with a 75 mph speed limit in Texas in this game. The clue was that the front license plate on the car was white, a dead giveaway that the location was in Texas given the scenery (no other southern states have a front plate IIRC).
