You guessed right, and pretty close on the location too. It's ID-54 just east of Athol heading towards Farragut State Park.

I always find it interesting the differences in speed limits in different parts of the state. Around Boise, 60 MPH is quite rare (it's on I-184 and a small section of ID-55, but that's about it), you'd probably see 55 or if we're lucky 65 on this road. In the North 60 is much more common (but 65 is more rare, though still used some).

And you'd be correct, since this is WA-141 somewhere north of White Salmon.
