This is in NY (the yellow license plate was another clue), but it is not 40 mph.

Yes, it is 30 mph, on US 20A in Geneseo (pan around to see the sign).

30 mph is the default village speed limit in NY, and I figured the green library sign might be a clue that this was not as rural as it seemed at first glance.

The road I was going to use may have had its speed limit changed recently, and I couldn't find a good source indicating what its current speed limit is, so instead have a nice little state highway, taken on a 0.2-kilopixel Street View camera in 2008. Speed limit in miles per hour.

Yep. It's Maryland Route 36 (Main Street) in Mount Savage, Maryland. Main Street is obviously very narrow, with the doors of the buildings exiting directly onto the street because there are no sidewalks.
