Maybe the dolphins will send a tidal wave to New Orleans so they can have that long desired underwater city.  It sure seems like a way more viable plan versus kidnapping that one random guy in Florida and forcing him to build it.

It's a joke. I am old enough to remember when the English term was "tidal wave."

A Japanese word -- tsunami entered standard English usage relatively recently like 1990s.

It has nothing to do with tides, and now the term seems funny as in humorous.
