In CT:  Lots!  I-84 Widening in Waterbury and at select spots in Danbury.
RI: Routes 6&10 interchange
I only take pics of good looking signs. Long live non-reflective button copy!

I-15 through Vegas.  Has been under construction every time I've been there since the late 90s.  Okay, half the time it isn't really construction, just an excuse to put up a "fines doubled" speed trap - but still!

The A-30 extension was supposed to open in the early 90s after already being years late on the initial project. Now it's planned to open in December 2012...

In Madison, the Beltline interchange with Verona Rd which has had a study going on for at least as long as I've been aware that WisDOT had a website.  So that's at least '98.

Whatever the hell PennDOT has been doing to I-80 for the past decade that requires them to force a single lane for 10 miles at a time repeatedly.
If you always take the same road, you will never see anything new.

Upgrading I-270 from Lilac to 255 (if IDiOT would just get off their lazy butts and do it)

Making I-65 at least six lanes all the way from Saturn Parkway (Exit 53) to the Kentucky border (MP 120~121).  (Current 6 lane is Exit 65-97 with construction just getting underway for exit 59-65).

The three miles of US 220 (Future I-99) between I-80's Exit 178 and the south end of the 220 freeway near Salona.

A connection between the north end of the Selinsgrove, PA bypass (US 11-15) and the south end of PA 147 freeway.

And, let me be the first to say it, BREEZEWOOD!  I would have thought there would be a freeway-freeway connection for I-70 by now and every other place where a freeway crosses the PA Turnpike without an exit!

US 70 between Statesville and Cleveland.  They've been working on that for a year or more and are still nowhere near ready.

Also, even longer, Mebane St. in Burlington.  Even longer running project.

Autoroute 35 extension, at least it's underway

They built an artificial hill within one of the cloverleaf ramps at Interstate 95 and Delaware 1 & 7 in 1992 to be used for an eventual flyover ramp. While ground is expected to be broken soon almost 20 years later, the interchange upgrade should have been completed a long time ago...

I think so, with the only work remaining being the 210/215 interchange.  The old Route 30 freeway east of I-215 is now signed as Route 210.

that is correct.  Just drove through the 210-215 interchange yesterday on 215, and a few weeks ago on 210.  If one road deserves to not be signed as an interstate... it's 215!  Southbound, I counted seven abrupt lane shifts (like, 75 feet, pay attention or eat some Jersey barrier) in the span of a mile.

* Westbank Expressway (Bus. U.S. 90) interchange at Peters Road (should have been done last decade)
*Revamp of I-10/I-110 interchange in Baton Rouge. How can LADOTD NOT think that's a problem?

I guess this helps illustrate the difference between "should" and "would".

These 2 examples are projects I thought should be done by now.  (And lord knows how many others could be added to THAT list...)

But, and maybe I'm just starting to get old and crotchety here, I really have/had no expectations these would be done by now.

Add also to the list, the missing gap of A-25 and the A-73 extension as well as the proposed A-20 gap between Cacouna and Rimouski.

The Westside Bypass, from Wilsonville or Tualatin at I-5 to Aloha or Hillsboro at US 26.
A freeway to freeway connection from BC 99 to the TCH in metro Vancouver.
The western two miles of I-90.
