County Road 28 - Old Pascagoula Road / Halls Mill Road
Mobile County Route 28 follows Old Pascagoula Road eastward from CR 11 (Grand Bay Wilmer Road) to U.S. 90 at Tillman's Corner. Old Pascagoula Road extends west from CR 11 to Franklin Creek, Mississippi at Valley Forge Road. Northeast into the city of Mobile, CR 28 is Halls Mill Road, which is also the original alignment of U.S. 90 from Three Notches to Holcombe Avenue west of Downtown.
East
Upgraded from a flasher to a traffic light by 2007, Old Pascagoula Road meets CR 11 (Grand Bay Wilmer Road) just north of I-10 at Grand Bay. CR 11 extends north from SR 188 to CR 56 (Airport Boulevard) near Seven Hills.

A four way stop follows along CR 28 (Old Pascagoula Road) at Jim McNeil Loop Road East and Ramsey Road. Ramsey Road leads south across Interstate 10 to U.S. 90 west of Fernland and SR 188 east of Grand Bay.

Eastbound CR 28 (Old Pascagoula Road) at CR 39 (McDonald Road). CR 39 expands to four lanes leading south into a six-ramp parclo interchange with I-10. CR 39 connects with Padgett Switch Road to Bayou La Batre.

Shields were installed along CR 28 (Old Pascagoula Road) at CR 30 (Theodore Dawes Road) in 2009. CR 30 follows Theodore Dawes Road northwest to CR 31 (Schillinger Road) north and southeast to U.S. 90 and CR 26 (Hamilton Boulevard) at Theodore.

CR 28 continues northeast from Theodore Dawes Road to Tillman's Corner. CR 30 meets Interstate 10 at a diamond interchange (Exit 13) nearby.
