SR 28 was posted along a 13.4 mile route between 1936 and 1976 along what became U.S. 9 between Laurel and Georgetown. U.S. 9 previously ended in Cape May, New Jersey. The southward extension also included the Cape May-Lewes Ferry, Savannah Road between Lewes and Five Points, and SRe 18 between Five Points and Georgetown.
