Exit 438 is the first of two diamond interchanges serving the city of Burlington from Interstate 70 and U.S. 24 west. Both connect with Business Loop I-70, a 1.9 mile long route overlaying U.S. 24 and U.S. 385 through Downtown.

Business Loop I-70 (Route 070Q) branches west from I-70 at Exit 438 to connect with Old Highway 24. The western 1.41 miles of the parallel road are officially part of U.S. 24 and inventoried as Route 024D by CDOT. U.S. 24 otherwise runs separate from I-70 through Burlington alongside U.S. 385 on Rose Avenue.

Beyond guide signs on Interstate 70, Business Loop I-70 is unsigned along both Rose Avenue and Lincoln Street. A trailblazer instead references U.S. 385 (8th Street), which enters Burlington from Wray, 56 miles to the north.
