The Mark Morris Memorial Bridge lowers gradually onto 19th Avenue North into the Lyons District of North Clinton. Formerly a separate town, Lyons merged with Clinton in 1895.

Design work started in 2004, and the new connection was partitioned in three phases, with the arterial built east from Mill Creek Parkway to North 2nd Street.1 19th Avenue NW extends west to Iowa 136.

Another Iowa 136 shield posted along 9th Street follows the traffic light at 15th Avenue. This stretch carried shields for U.S. 52 between 1963 and 1967, as U.S. 52 followed Iowa 136 north to Luxembourg and U.S. 20 east to Dubuque during that time.2
