Measuring 45.33 miles overall, SR 28 serves as a major route for the western suburbs of the greater Washington, DC metro area, including Manassas, Centreville, and Chantilly.

State Route 28 (Catlett Road) branches from U.S. 15/29 near Remington in Fauquier County, heading northeast to U.S. 17 at Bealeton. Beyond Bealeton, SR 28 advances along Catlett Road northeast to Calverton, Catlett and Nokesville in adjoining Prince William County. Nokesville Road continues SR 28 near Bristow and Manassas Regional Airport (HEF) along a four lane arterial to a parclo interchange with SR 234 in western reaches of Manassas. Several industrial and technology based centers line Nokesville Road as the state route proceeds toward downtown Manassas. Center Street continues SR 28 beyond a grade separation at Wellington Road into Downtown. Center and Church Streets carry north and southbound SR 28 traffic through Downtown, converging near Quarry Road. State Route 28 overtakes Centerville Road northeast along a commercial lined arterial to Yorkshire and Fairfax County. North of Comptons Corner, SR 28 advances to Centreville, meeting U.S. 29 (Lee Highway) and I-66 at back to back interchanges.

The remainder of State Route 28 (Sully Road) north of Interstate 66 consists of a six to eight lane freeway traversing Fairfax and Loudoun Counties. SR 28 serves as one of the primary routes to (Washington) Dulles International Airport (IAD), which is located on 10,000 acres west of Reston and the town of Herndon. The freeway lines the airport to the east, meeting the tolled Dulles Access Road (SR 267) at a parclo interchange near the north end. SR 28 advances north from IAD Airport to its conclusion at a directional interchange with SR 7 near Potomac Falls in northern Loudoun County.

Part of the Transform I-66 Outside the Beltway project, a portion of SR 28 is being improved between U.S. 29 (Lee Highway) and Westfields Boulevard. Work includes eliminating traffic signals at Braddock Road/Walney Road (completed Fall 2020), new mainline bridges over I-66, and providing access to the I-66 Express Lanes. Overall completion is scheduled for December 2022.1

Other improvement projects along State Route 28 include a further widening of SR 28 between Centreville and Yorkshire from four to six lanes2.

Plans are also in place for a four lane bypass of SR 28 to the west of Manassas, which would reroute the state route onto a new alignment between Godwin Drive and Compton Road.3
