Largest cities without a 3DI

Besides Phoenix, I was wondering what the largest US city (I am talking city limits proper, not metro) without a 3DI running through it. My guess is Boston, but I am not 100% sure.

And referring to population within the city limits, not area, I presume?

Also, are you including cities with no 2di's either? So, no Fresno? (Which I think is a bit smaller than Boston anyway.)

Also also, what if there is a 3di in the metro but it doesn't enter city limits?

A few I was able to come up with quickly:

Austin TX
Albuquerque NM
Winston-Salem NC
Durham NC

Some smaller cities:
Lexington KY - has sort of an outer belt ((not so) New Circle Rd / KY 4)
Charleston WV - state capital with 3 - 2DI, but no 3DI
In Dayton OH, I-675 never goes through the city limits
Does I-485 ever enter the Charlotte NC city limits?

OK, I can see that, though I missed the transition this time. What I was not understanding are the long lists of entries for a question with only one answer–and one that had already been given. I'm always happy to prolong the discussion, but I don't even know what we're talking about any more!  :pan:
