CORRECT!! While it's not technically suburban, it is indeed 45. This is part of FL-397 and FL-85 near Eglin AFB. A reduction before the military guard shack sorta makes sense, but as for this picture's location, I'm not sure why it's 45... In my opinion, this could definitely be 50 or 55, given the average speed of traffic. Idk though, just my opinion
