Almost certain the two are related. If I'm not mistaken, I-176 lacked a direct I-76 connection until this millenium.

Google Earth has 1992 imagery with no I-176, and 1999 imagery with I-176 and the runaway ramp. So I think it was built as a runaway ramp.

The SR 1000 shield is not only an odd choice ( as Virginia uses 600 series for secondary routes) but it's arrow shield being posted on a typical VDOT reassurance and mileage sign is odd itself

I've seen a couple of those traffic-detecting signs now, though I don't know that I've seen that wording. Here's a similar sign in Indiana.

I've seen similar ones to that Indiana sign around Alabama, which appear to have been around for decades. They also just use standard signs rather than blank-out ones. Here's an example of one here in Huntsville:

I've also seen some used to warning of people coming over a blind hill on busier roads in neighborhoods, here's an example of one here in Huntsville:
And one in rural Madison County just outside of Huntsville:

The Garden State Parkway had them going SB in Woodbridge.

That would have to be a standard specific to certain states if it is a thing... Nevada has installed enough of these in recent years that I'm sure it's not a policy standard here.

Those signs (both of which are included in TxDOT's baby SHS) appear on the Texas side--if you have so much as a spent cartridge case on your person or in your vehicle once you are on Mexican soil, you are in trouble.

Generally speaking, it is fairly rare for a pure signing contract to have VMS elements, and for a VMS contract to include installing permanent signs on their own mounts.

While I am not aware that the MUTCD prohibits VMSes and permanent signs in the same location or on the same mounts, it is desirable to separate them along the road centerline to limit the amount of information drivers need to process while the VMS is active.  This is especially true for a full-width three-line VMS that can accommodate fairly long messages.

I didn't manage to get a photo of it because I wasn't expecting it, but yesterday when I made the right turn into Arlington Cemetery I saw a new little green sign on the right, immediately inside the main gate as you start up the hill on Schley Drive, that says "NO RECREATION." Evidently there have been incidents of people doing things like having picnics or similar and the authorities want to put a stop to that sort of thing. I'll try to get a picture of the sign the next time I go. (The Street View there is from 11 years ago. As a general matter, you can't drive into the cemetery unless you have a family pass.)
