It was a political thing. Driving eastbound towards Boston, the road to the right connects to states further south that are more conservative than most of New England, so they wanted to give it an x95 number to clarify to disgruntled conservatives which route to use to emigrate to states where they would be happier. The road to the left, however, connects to states that are more politically liberal, so they used an x90 to connote that the road is related to the Massachusetts Turnpike and leads to places where left-wing voters would be happy.

The original designation -- state route 52 -- was the number of cards in a blackjack deck and that's gambling. The whole region has a sordid history TBH.

If it's one bridge over everything, then it's equivalent to a double-decking project. However, you will not need additional right of way. Those factors cancel out, and you are now estimating a duplicate of an already built project (the interstate highway system), which cost about $500 billion in 2016 dollars (source).

Given the price of a banh mi has tripled since then, the new estimate is $1.5T plus 18% tip
