It's the opposite of a Monument Draw.

A bridge over a gully typically has plenty of vertical clearance.  However, a draw is shallower, and a bridge over such a terrain feature may not provide sufficient clearance for taller vehicles.  Hence the warning sign.

I'm going with Pierre, SD.  Reason are [1] the sheer number of highways there (I tried counting but lost count), and [2] the fact that two highway numbers share the same road there (pretty rare).

It has to be Honolulu, Hawaii.  Reasons:

1) The Interstate highways there apparently use numbers from the native Hawaiian dialect.  And weirdly, all their numbers seem to start with the letter H.

2) Honolulu, and the rest of Hawaii as well, seem to get no out-of-state visitors. Every car I saw there had Hawaiian plates.

It has to be Charleston, West Virginia.
  • It doesn't have one of those annoying beltways, and forces motorists to experience the natural beauty of the town.
  • There's only three Interstates, so no confusion over numbers and signs can write "TO I-64 I-77 I-79."
  • There's only about 20 major numbered routes (e.g. Interstates, U.S. Routes, state routes) so you don't have to memorize that many numbers.
  • There's never traffic issues.
  • There is no unique numbering or coloring system for roads in the area. None at all, so no pesky colors or letters that you forget.

Dover DE.

It's connected to the main interstate in Delaware via Route 1, and being the 1st state, it's only natural to be connected via a 1.

It's connected via every other interstate in the state via US 13. This makes it very easy to access Dover no matter which interstate highway you're on in Delaware.
