Interestingly that appears to be the same exact model of DMS ADOT has on some roads that they purchased from 2011 to 2016 (Skyline Full Matrix Walk-In), and that appears to be the same font used as well.  ADOT has recently switched back to Daktronics (the vendor from 2006 to 2011), and now has some new full-color DMS on the field, with some installations on I-17 north of Anthem.

That's not in Utah. Utah doesn't have tall cactus like the ones on the right side of the picture. Also, I could be wrong but I believe UDOT's VMSs are all Daktronics.

BTW, ADOT switched back to Daktronics as of last year.  There are some new Daktronics full color DMS on I-17 near Black Canyon City.  Some new DMS will also be going up on the Loop 202 SanTan Freeway between Ray and Broadway (the foundations have already been installed), although I am not sure if they will be full color models.

Too bad here VMSs don't display "funny" messages, they are serious.
Supporter of the construction of several running gags, including I-366 with a speed limit of 85 mph (137 km/h) and the Hypotenuse.

Please note that I may mention "invalid" FM channels, i.e. ending in an even number or down to 87.5. These are valid in Europe.

It very much varies from state to state. Missouri likes to keep theirs lit up with messages like that. When Oklahoma doesn't have anything to say, they just turn them off.

Utah has “Message Mondays” when they show funny messages like these. They also have “Fatality Fridays” where they show how many people have died on Utah roads so far that year. Otherwise, unless there’s a crash or something else to put up, they usually show driving time to certain major exits, drive time via two different routes, etc.
