I'm playing out of my own inventory as well. I have several different letters, but I keep getting letters like E and N that I have played out. (I have a bunch of L's and never get an L to play them.)

I'm only playing my own photos as well, and unless I go searching for a specific letter, I will usually just go to a random set of photos to find an entry to play.

Somerset ---> Tysons Corner. I hesitated to use Tysons since it's not really a "city," but since we decided Fort Belvoir is acceptable, Tysons must be too since it's more of a "city" than the base is.
