Believe it or not...there are states that STILL (in 2010) don't have open-container laws.  Alaska, Louisiana, Tennessee, and Wyoming have partial bans whereas Arkansas, Connecticut, Delaware, Mississippi, Missouri, Virginia, and West Virginia actually allow passengers to drink.  In addition, Mississippi allows drivers to consume alcohol while driving (as long as the driver stays below the 0.08% blood alcohol content limit for drunk driving).  Crazy, huh?
