Doh!  I must have been looking in wrong direction, because there is an empty fiber optic conduit popped up out of the ground right next to FLS mast in the northwest quadrant.

Per older imagery, it replaced a pair of gateless cantilevers. No idea why UP chose to install the gates on the median signals rather than the shoulder signals though.
Are those sidewalks even ADA compliant?  Really curious if they have the minimum 4' width on the side of the pole.

Also, that's a lot of drainage intakes! :-o

Given how far south it is, that seems like a very far-fetched assumption.
Given that the migrants tend to be passing through Mexico from Central America, I'm not so sure.

There's also an empty car a bit of the ways up the road with its trunk open. There's an ice chest in the back. Some of the pedestrians seem to be getting something out of the trunk, and one nearby has a disposable bottle of water, which looks like it might be cold enough to have condensation on it.

Given that I wouldn't expect a batch of migrants to have a car with bottled water in the back trailing them (with no driver in sight), I wonder if you may be seeing some sort of local event or festival. Like a marathon, but walking instead of running. If so, that would explain why the car is staged there.

I think kphoger is right about this. The city they are walking to, Pijijiapan, is a big stop over for migrants coming from Central America. The local populace is very supportive of the migrants, providing them water, food, etc. so the Police helping makese some sense.
