Is this road even open to traffic?  If so, pretty gutsy to park over both lanes like that?

I'll guess it's a not-yet-open-to-traffic stretch of Corridor H in WV.

Riverside Frwy

Off topic, but looking at  freeway section of US 219, both of it's ends have stubs. It's like it's own little lone section of freeway-it doesn't even have an interchange with I-70/I-76(Penna Turnpike) What was the original plan for this freeway? You can PM me if so the thread doesn't go off topic.
