County Road 21 replaced Florida Secondary Road 21, which extends 8.60 miles south from SR 20 near Whiteville, east of the end of SR 21, to CR 315 at Orange Springs. The rural highway in Putnam County leads to Johnson, Higginbotham Lake, Skinner Lake before crossing into northern Marion County just ahead of Orange Springs.
