Exclusive to Santa Rosa County in Northwest Florida, County Road 191 radiates outward from the county seat of Milton among four separate branches. Measuring 10.91 miles, the southern branch leads away from Downtown Milton along Canal and Henry Streets to the unincorporated town of Bagdad and Garcon Point Road south to I-10 and SR 281 near Dickerson City. Prior to completion of the Garcon Point Bridge and the southward extension of SR 281 (Avalon Boulevard), this section of CR 191 extended all the way to Garcon Point. A remnant, unsigned 1.23 mile segment of CR 191 remains along Garcon Point Road west of SR 281 to Hernandez Point.

Broad Street in Milton, between U.S. 90/SR 87 (Caroline Street) and Munson Highway, constitutes a 0.75 mile segment of CR 191 serving Downtown. Totaling 30.24 miles, Munson Highway north from SR 87 (Stewart Street) in Milton to the Alabama state line near McLellan, represents the longest component of CR 191. The bulk of Munson Highway traverses areas of Blackwater State Forest.

This leaves the 9.45 mile long section of Santa Rosa County Road 191 along both Magnolia Street in Milton and Willard Norris Road west to CR 197 (Chumuckla Highway) near Wallace.
