A rural state road outside the Milton area, SR 89 begins within the county seat and follows Dogwood Drive, a multi-lane arterial, parallel to State Road 87 (Stewart Street) before combing with SR 87 to Point Baker. North from there, SR 89 branches northwest through a mixture of agricultural lands and tree farms to the city of Jay and a short overlap with SR 4. The highway concludes as Escambia County Road 55 in Alabama.
