The Council Bluffs Interstate System Improvement Program underway from July 2009 to July 2021 expanded I-29/80 through Council Bluffs, Iowa into a dual freeway using a Local/Express setup.

I-29/U.S. 6 tie into Interstate 80 at the West Systems Interchange (Exits 1 A/B) at the east end of the Missouri River Bridge. The two overlap north to I-480 at Broadway in Council Bluffs.

The Missouri River Bridge was reconstructed as part of the Council Bluffs Interstate System Improvement Program between January 2008 and 2012.

Exit 1 A departs next for Interstate 29 north to Sioux City and Sioux Falls, South Dakota.

The I-29/80 Local roadway connects with exits to Council Bluffs area streets while the Express roadway travels uninterrupted to the East Systems Interchange with Interstate 29 south.

I-29 north encircles Council Bluff north adjacent to the Missouri River to I-680 near Crescent.

The Local roadway for I-29/80 separates from the beginning of the I-80 Express roadway with two lanes at Exit 1 B.
