The south end of the Glendale Freeway (California 2) in Echo Park, a district of Los Angeles. The freeway was originally supposed to tie into the US 101 Hollywood Freeway (heck, back in the 1950s, it was slated to connect to the I-405), but NIMBY-ism reared its ugly head and the extension was never built.

There is a slough of unbuilt remnants in extreme eastern Morris County, NJ.  The Eisenhower Parkway was supposed to cross the Passaic River from Livingston and continue to NJ 24 in Chatham.  There was a full cloverleaf that is overgrown there, as well as the bridges from where it was to be.  The bridges say Triborough Road, as that was what the road was supposed to be called in Chatham and Florham Park.

Stubs for the proposed SR-9B (aka I-795) southeast of Jacksonville: The freeway is still supposed to built and connected to a new St. Johns River crossing, but plans have been pushed back quite a bit:
http://maps.google.com/maps?t=k&ie=UTF8&ll=30.181081,-81.515636&spn=0.020812,0.049438&z=15

Stubs and clearings for the Florida's Turnpike / Central Florida Greeneway interchange, which has been planned for, um, 20+ years and still doesn't appear to ever get built:
http://maps.google.com/maps?t=k&ie=UTF8&ll=28.369614,-81.389744&spn=0.010592,0.024719&z=16

Yes, Florida 9B is still a long way off. Florida 9A converting to Interstate 295 will happen next year at least.

I wrote FDOT about that Greeneway/Turnpike interchange in 2007, and they replied that there is no funding at this time and funding will not be available anytime soon.

What's interesting is the 2003 Florida Highway Data CD has 9B listed (section 72002027, mileage 5.508) from the St. Johns/Duval County Line (assuming Race Track Road) north to where the stubs are, crossing I-95 in a northeasterly direction, crossing US 1 south of Bayard and running east of Bayard. Would they have the ROW this early and just waiting to build the road when funds become available? The way it curves southward seems to line up with the outer beltway.

But, it's not on neither the 2006 nor 2007 CDs.
So many roads...so little time.

Ever been up there?  Just head up Passaic Ave. and before you get to 24, turn left and head to the far corner of the development.  You cross a brook on a nice bridge and then it's a short but slightly soggy jaunt onto the Parkway.

Here's some unbuilt evidence. On the northbound side of I-75 between the Chrysler HQ ramps and University ave, there is a lane that hasn't done anything and looks pretty old. I don't know what it might have been used for, but here's the street view.

From the looks of it, especially the aerial, it looks like the exit ramp used to be closer to the onramp loop.  The old exit ramp has been removed but the stub of pavement parallel to the interstate has been left there.

I believe the u-turn ramps are just to allow cars to make u turns.  Until recently there was almost no traffic on the parkway (there still isn't too much).  The parkway is very old (no idea how old, but older than the interstates; if I had to guess I would say from the 30s or 40s), so the u-turns would have been necessary for people not use to freeways.

At the west end of the Betsy Ross Bridge north of Philadelphia, PA, there is a stub end where an unbuilt PA 90 was supposed to go to US 1/Roosevelt Boulavard.

The I-78/I-287 loop is a temporary ramp that was used during a construction project some time ago on the existing EB-to-NB ramp.  There has been some thought in recent years to reopening the ramp to trucks so that they do not have to weave from the existing left-entrance ramp across four (?) lanes of mainline on an upgrade approaching the northerly U.S. 202-206 interchange.
Opinions here attributed to me are mine alone and do not reflect those of my employer or the agencies for which I am contracted to do work.

froggie

That uphill grade doesn't really begin in ernest until the 202/206 interchange proper, though.  That said, the merging from the left bit is still a good argument for a right-side entrance on NB 287.

Alps

well, it's done at NJ 17/NJ 4, where the main 17N-4W movement is a flyover, while the old loop was left for local traffic to Ikea.  In that case, though, there's a separate C-D road.

How about the 4-level partially used stack of I-84 and the unbuilt I-291 (which is now part of CT 9 Expressway) in Farmington, CT.
Ahh...what could've been.

Note, the highway going up/down was supposed to be I-291..however this is where the CT 9 expressway ends.  The ramps on the "bottom" sides are being used to carry traffic from CT9 to I-84.
I only take pics of good looking signs. Long live non-reflective button copy!

That was planned as an off-ramp to 3rd Avenue North at 20th Street North nearby.

What were these routes originally planned as?

From the Interstate 275 Florida page and research done by Justin:

A two lane ramp merges onto the left-hand side of Interstate 275 from 31st Street South for the planned St. Petersburg-Clearwater Expressway. The freeway was planned in the 1970s as a 20.2-mile Interstate grade highway. Cancellation of the highway occurred on May 12, 1978 because the new Interstate was more than 10 miles in length. A federal rule instituted at that time indicated that any new Interstate consist of a "final link" in the Interstate system, rather than a new wholesale facility.

The directional interchange with 31st Street South was salvaged from the scuttled plans. See the interchange and another concrete stub: http://www.bing.com/maps/default.aspx?v=2&FORM=LMLTCP&cp=27.757846~-82.676336&style=h&lvl=16&tilt=-90&dir=0&alt=-1000&phx=0&phy=0&phscl=1&encType=1

Don't know if it was mentioned, but there's the stub end of the Suncoast Parkway awaiting its northern extension:

http://www.bing.com/maps/default.aspx?v=2&FORM=LMLTCP&cp=28.685712~-82.499921&style=h&lvl=15&tilt=-90&dir=0&alt=-1000&phx=0&phy=0&phscl=1&encType=1

There are also abandoned bridge supports for the never built Cross Florida Canal bridge on U.S. 27-301-441 north of Belleview. You can't see them on this aerial (trust me, they are there), but you can see the carriageway split:

Lousy rule.  Although I don't the routing, it would be very nice to have a freeway grade alternative for US 19 in that area.

I have a mini map my former employer crafted in the 1970s around here somewhere that shows the network of planned freeways in Pinellas. The one from Interstate 275 was to loop northwest and tie into that interchange between U.S. 19A and Florida 666 and continue north from there.

Here's where I-73 was planned to split from US-23 and head northwest along US-223 toward Adrian and Jackson.
