Of course. But the fact that they do make's the FHWA's ban look specious.

(For the record, I drive through Baton Rouge and under those signs quite frequently. I'm less perturbed by the signs themselves than by people's reactions to them. And aside from layout issues and some major screw-ups around New Orleans, Louisiana's Clearview signs generally look pretty good.)
