there is no US 39.  Even if there were, it certainly wouldn't be in Montana.

Many hours of my life have I spent photoshopping out #&$(* power lines.

this is the only 116 on the shield gallery.  Appropriately, it is infested with power lines.

this is a photoshop job.  Have not seen a photo of a green 51 of that style, just the older cutout style.  Miss also used blue 51s.  The color scheme was local to each town and was not always consistent across the state, as they had more numbers than colors.  Rurally, the shields were all black and white - it was only when you got to a city with at least three highways in it that they were given the colors.

They tried to keep the same color whenever possible, but when not, they just used a different one.  49 was yellow or red, and state route 30 was blue or green as well.  I believe blue/green and yellow/red were the allowed pairs, but cannot confirm this (i.e. there may be a number that appeared in yellow and blue in various places, but I do not believe that was the case).
