Edit:  After posting this, I realized that since a Bay Area I-38 would be considerably north of I-40 and therefore a "violation of the grid," that would just become the new bitching topic.  No win here.

In order to properly connect Hawaii's Interstates to the rest of the system and to provide proper vehicular access to Niihau, I-10 will be extended southwest from Los Angeles to Hilo via a bridge with two lanes on each side. Every 700 miles there will be pulloffs with hotels for drivers who are unable to make the trip nonstop. There will also be gas stations every 300 miles, and the bridge will carry electric cables to provide for EV charging stations. Upon arrival in Hawaii, the highway will turn northwest and run up the coast, spanning the Waipio and Waimanu Valleys (and any other valleys along that area) via arched bridges. It will then connect directly to Hana via a bridge-tunnel. From there, it will run west along an upgrade of the Road to Hana, which will comply with Interstate standards in a realization of Kurumi's proposal to build Interstate H-4. It will then run west and ram through Lahaina, given the reduced eminent domain costs after the city burned down, and from there it will span a bridge to Lanai and then another bridge to Molokai, followed by a bridge-tunnel to Oahu. It will come ashore at the east end of the island along what is now HI-72, and it'll run along the south coast on an upgraded HI-72 to take over the route of what is now H-1 as far as H-201. It will then run up what is now H-201 and H-2 up to Ka'ena point, where another long bridge will carry it to Nawiliwili Harbor on Kauai. It'll then run along the south shore on an upgraded road to Kekaha, where a causeway will be built using all the debris extracted in boring the bridge-tunnels mentioned earlier. The causeway will lead to Niihau and I-10 will then end at Puuwai.

The state of Indiana knew darned well that ITRCC LLC would end up going bankrupt.  They ended up getting more for it than expected in the initial payment, and then they weren't the ones on the hook for the debt load and other costs.  The citizens of Indiana were still able to use the highway, state employees were able to find similar positions with the new concession, and they got some extra money in the state coffers.  Furthermore, the company that ended up going bankrupt was Spanish-owned, not US-owned.  It was a win for everyone but the foreign buyer.

Of course, they couldn't very well let on that this was their strategy, or else no one would have bid on the acquisition.  But this had been the plan all along.
