Edit:  After posting this, I realized that since a Bay Area I-38 would be considerably north of I-40 and therefore a "violation of the grid," that would just become the new bitching topic.  No win here.

I-40 is way too far south anyway.  We might as well stop worrying about a perfect grid.

You just gave me an idea for making all north-south interstates a suffix of I-69.  I suppose all east-west interstates could be suffixes of I-14.

This definitely looks like the initial proposal map. The other thing that clues me in to that is the lack of I-77.

That explains why I-35 is fused with I-135 rather than following the Kansas Turnpike but I-49 in Missouri exists.

Also, it's kind of impressive that I-11 was on the radar back then considering how dinky both Las Vegas and Phoenix were at the time.

California pretty much did eliminate Jaywalking.  The law specifies a citation can only be given if there is a chance of collision with a vehicle.

Ah, I see now.  I looked at the CVC statute (11.5.21955), and 'jaywalking' in this context is defined narrowly as crossing the street outside of a marked crosswalk between adjacent intersections controlled by traffic control signal devices.
