Wait, does this specific ex-VDOT employee actually still drive a Buick?  If so, they would likely make up 77% of the total Buick driver market share currently left in Virginia.  That sounds like an incredible story worthy of network TV and to be passed around during water cooler talk at Mexican Autopista tollbooths. 

If I was a current Buick owner then I would get a large major tattoo of it on my right bicep.

Yes, I believe so.  He was recently spotted driving a second-generation post-facelift Buick LaCrosse.

On the SCT traffic data sheets, the kilometer numbers for 45 start from downtown Chihuahua.  However, the first point with actual data is 24 km to the north, at the turnoff for San Cristóbal.

In the case of Durango, I don't see any kilometer numbers for 40 even listed at all within the city.

Those are bog-standard km-posts, seen all over Mexico for as long as I've been going there.  In fact, I specifically remember them from both federal and state highways during a trip to Chihuahua in December 2001.  And I remember them from federal highway 200 in Nayarit back in the 1990s.

Route shields are specified to appear on km-posts that are a multiple of five;  that's why it appears on the km-120 post in your picture.  On two-lane highways, km-posts are supposed to alternate sides of the road, with the route shield appearing on every fifth one.  On multi-lane highways, km-posts are supposed to be posted on both sides every kilometer, with the route shield appearing on every fifth one.

Admittedly, some agencies are worse than others at posting them and replacing them, but it's hard to believe you think they're new—or, for that matter, that they don't appear on autopistas.  For example, here's a random one along Fed. 15D in Jalisco from clear back in the 2009 GSV:  https://maps.app.goo.gl/3hYPSNtrqvnPB7VN8

Maybe Jalisco just hadn't posted them on state routes until recently?

And that's fair, and no judgement for those with less dating history than me. I guess being 44 and relatively popular with the fairer sex early in my life leaves me with an unrealistic opinion of others.
