What does this sign assembly mean?

True story:

I used to share an apartment with a man who was originally from Mexico City.  He told me once about an early childhood memory of his family taking a driving vacation.  As they headed up out of the valley to cross the mountains, he saw a road sign warning of ice on the road.  He had never yet experienced any sort of winter weather, so the sign made no sense to him.  The most reasonable explanation he could come up with was that an ice truck must have tipped over and spilled its cargo all over the road.

It is a site where one can buy "futures contracts" which pay out if a future event happens by a certain date. Which is a fancy way of saying it allows you to gamble on anything and everything. It (along with another one named Kalshi) try to style themselves as investment platforms, but they've been banned from Nevada because the Gaming Control Board has experience in calling a spade a spade (and a club a club, and a heart a heart, and...)

They've been in the news lately because there have been some very large and very oddly-timed bets made on them which suggest that very high up officials in the US government may be placing the bets immediately before major policy announcements or actions having to do with the war in Iran. A soldier was recently indicted for using classified information to place such a bet regarding Venezuela.
