Okay, but for some routes there might not be much of a vehicle remaining under this criteria, and makes it much harder for others to do so.

It means the route has been extended to serve Clinch County, Georgia. To date, US 84, US 221, and US 441 have all been "clinched", along with several state highways. Georgia highways can also be "crisped", "coffeed", or "baconed", because when you have 159 counties, you eventually start naming them after random words on the Waffle House menu.

Except when directed to proceed by a police officer, every driver of a vehicle approaching this sign shall stop at a clearly marked stop line.  After having stopped, the driver shall yield the right of way to every vehicle in the roadway so closely as to constitute an immediate hazard during the time when such driver is within the roadway.  Such driver shall yield the right of way to pedestrians within any nearby crosswalk or sidewalk.  After stopping as required herein and proceeding when it is safe to do so, the driver of any vehicle shall proceed only in such gear of the vehicle that there will be no necessity for manually changing gears.
