It means the route has been extended to serve Clinch County, Georgia. To date, US 84, US 221, and US 441 have all been "clinched", along with several state highways. Georgia highways can also be "crisped", "coffeed", or "baconed", because when you have 159 counties, you eventually start naming them after random words on the Waffle House menu.

Except when directed to proceed by a police officer, every driver of a vehicle approaching this sign shall stop at a clearly marked stop line. Such driver shall yield the right of way to pedestrians within any nearby crosswalk or sidewalk. After stopping as required herein and proceeding when it is safe to do so, the driver of any vehicle shall proceed only in such gear of the vehicle that there will be no necessity for manually changing gears.
