Taking one final crack at it, this is my 2nd guess: US 1 north of Bel Air, Maryland

https://www.google.com/maps/@39.619737,-76.30071,3a,75y,52.83h,90.9t/data=!3m6!1e1!3m4!1sP9PnrjhEqdCsWftzb5ey8g!2e0!7i3328!8i1664

Follow the clues.... it is NORMALLY a 4 lane divided highway. With a grassy median that at points turns into woodlands.

Well, the only place for the 2nd clue is the I-24 grade up Monteagle Mountain. US 1 is also normally a divided highway here in Maryland though.

Nope, and nope. Definitely Nope.

Another Clue, Time zone is Central.

So, based on that last clue, we can narrow it down to the following 5 states *if* the entire state is in the Central Time Zone...
Wisconson
Minnesota
Illionis
Iowa
Missouri

Or these states if only part of the state is in the Central Time Zone...
North Dakota
South Dakota
Nebraska
Texas

But, it is in the south, and a two-plate state. Texas is one of them. So, I think it is in Texas, but in a state park (probably North Texas).

Why would i be in a state park in a semi, and no it isn't in Texas.

I would guess then, somewhere in Minnesota or Iowa based on the clues thus far.

Nebraska is a pretty dry state - although I could expect some vegetation.
Kansas is probably likely, due to how much vegetation and crops can grow there.

Read some of the past clues, and read into this one, you may find just what area i am in from some clues that have been discredited.

See, I'm thinking South Dakota based on the numerous 'South' references.   But 'South'(bound) could also be referring to the roadway that the 2 way road is on. The East reference could be meaning towards the east of something, such as the eastern part of the state.  The hardest part, regardless of the state and highway I'm looking at, is finding ones with A) a concrete roadway, and B) a forested median.  Being from NJ, we probably have a surprising number of tree filled and forested medians compared to most states.

Yeah, I could be way off, but that's what I'm leaning towards for now.

I now wanna say Minnesota, based solely on how the rumble strips in the photo seem to match up with the placement of rumble strips on I-90.  The Ohio River reference earlier is throwing me off though.

(Really though, I'm just grasping at this point.  This is why I don't do cryptograms either unless I can see the name is "Anonymous" or "Author Unknown"!!!)

How about I-57, very southern end of Illinois.

Thanks.  I was close at one point, but I was looking further south in the area of the state line (crossing the river); I never panned further north.  So based on the majority of how this highway looked, I wrote it off.
