Anybody want to add to the list of projects stalled b/c of the economy & a lack of a new US DOT finance bill:

KY: I-66 b/c of lack of funds for the forseeable future
CT:  Route 11 b/c of lack of funds for about 4 years
CT: I-84 Widening east of Waterbury (only 3 miles left to widen too!) for about 4 years.

I know there must be more...

Has Alabama DOT said definitely that the contract to build it is not going to be let this autumn or winter?  It was postponed from last year but I was under the impression they were planning to advertise in the next few months.

NJ: US 46 at NJ 3 rebuild, was supposed to have started in 2006
NJ 3 over the Passaic River, was supposed to have started in 2004 or so, keeps getting scope revised and start date pushed back (Park Ave. overpass reconstruction is Phase 1, the only work the project has actually seen)
US 1 Penns Neck bypass (CR 526 area with the three traffic signals), as far as I know it was approved but just has been sitting around stalled
I've heard rumblings about an NJ 495 helix rebuild by the Lincoln Tunnel, which apparently was ditched for continued patching due to $$.

Wait, what interchanges are being upgraded on I-264? None of the exits on there are that bad, IMHO.

VDOT wants to upgrade the I-64, VA 403/Newtown Rd, and VA 190/Witchduck Rd interchanges along with the Lynnhaven Pkwy interchange and add ramps to London Bridge Rd in the process

The plan was for the project letting to be done next week, but 2 weeks ago an article in the Birmingham News stated that it had been shelved.  Several other projects have been shelved as well.

The upgrade of the Delaware 1 & 7 interchange with Interstate 95 has been delayed because of funding issues for well over a decade now. The Delaware Turnpike toll plaza near the state line has been slated for expansion for years as well, but also delayed because of funding woes...

Try taking Witchduck or Lynnhaven during rush hour.  Or the ramp from WB 64 to EB 264...

I'm not sure many of the following are directly stalled due to the lack of federal funding and the economy, or because there are just so many projects that need to be done.

Illinois
* US 67 corridor expressway
* IL 158/Gateway Connector/new beltway project - can't say this was that high of priority right now anyway.  The environmental study hasn't started, but there is funding for land acquisition in FY 2010.
* I-255/Davis Ferry Street interchange near Dupo - may just be a quiet project without much media attention to highlight progress, but also has land acquisition planned for FY 2010
* IL 3 relocation/new semi-expressway roadway from the PSB to the McKinely Bridge approach - another one that just may be seemingly quiet.

Kansas
* KS 10/South Lawrence Trafficway - even if it wasn't being fought, I think a lack of funding is/was holding back progress.

Missouri
* US 61/Hannibal Bypass - was originally supposed to be built before the US 61/MO 27 corridor was widened between La Grange and the Iowa state line.
* US 61 freeway upgrade from I-70 to Troy - been pushed back due to other projects having higher priority for limited funds.
* I-470/US 50 interchange - was supposed to get a couple flyovers some year.
* I-70/I-435 interchange - supposed to become a 3/4 stack, or at least have the left hand ramps from I-435 to I-70 replaced with right hand flyovers.
* I-44/US 65 interchange - I believe this one is supposed to get a flyover for the WB-SB movement
* US 50 corridor between the eastern US 63 interchange and I-44 - the EIS was done a few years ago, most of the upgrades await funding.
* I-55 from Rte M (Jefferson County) to US 67 - widening to eight lanes between Rte M and Exit 178, possible upgrades between Exit 178 and Rte A, auxiliary lanes between Rte A and US 67, and a flyover for the NB US 67 to NB I-55 ramp
* MO 21/Blood Alley freeway between Hillsboro and DeSoto - the following billboard is expressing displeasure with how long the project has taken:

* NE 2/US 75 eastern intersection replacement with a SPUI

* I-80 six laning west of Lincoln - may not truly count, as I'm not sure most of it would be under construction today even if NDOR had the funds
* US 77 Wahoo bypass
* US 77 widening between Wahoo and Fremont
* Heartland Expressway

Multi-state
Missouri-Illinois
* New I-70 Mississippi River bridge projects - may not truly count anymore since a scaled down version is being planned

Missouri-Kentucky
* New Mississippi River crossing at Cairo - might see this one even if I-66 is not built.  Mentioned as a possible toll project

Missouri-Arkansas
* I-49/Bella Vista Bypass?

Iowa-Nebraska
* New Missouri River bridge on new alignment for US 34?

That one is nothing to do with the economy or the lack of a second stimulus bill--it was not programmed for construction even before everything started going south in the autumn of 2007.  It might get funded if the Kansas Legislature passes a third Comprehensive Transportation Program.  There are some other major projects which are competing for funding, however--KDOT is particularly interested in the I-35/I-435/K-10 interchange complex (I-35/I-435 is scheduled for upgrade from cloverstack to full Maltese cross stack) and I-235/US 54 (scheduled for upgrade from cloverleaf to turban/stack hybrid).  K-10 SLT is being looked at closely but I expect the others to receive somewhat higher priority because they are much less controversial.

If you are talking about J4I1597, I think that is still scheduled for a December 18 letting.  MoDOT has been making preliminary plans for it available since last August on its plans distribution website (modot.indoxservices.com).

Gee, its a toll road, you'd think they would have the money. Makes you wonder what they are spending all that money on...  :hmmm:

As for the NJ-495 helix, isn't that Port Authority turf? I wonder what they will do if it actually becomes unsafe to drive on, or worse, fall down. The other NJ projects are an odd case. Wouldn't they have qualified for ARRA funding because they were "shovel ready"?

I believe that is Port Authority-run, and it probably will fall down before they build a new one.  That and the retaining walls along 495 will cave into the freeway. :-D

definitely not because of funding.  Alexandria is now the 3rd jurisdiction to oppose the project.

The toll money goes into DelDOT's General Transportation Fund. It can be used on anything statewide, and even can go to DMV facilities...  X-(

To be fair, Fluor-Transurban has had some issues with financing related to the credit market.  But as this official letter from VDOT notes, the "local government and community concerns" (i.e. opposition) is written as the first reason why "commercial closure" on the project was not completed in August.

Most of the press bit on the "funding concerns" and "credit market issues" as the main reason why the project was delayed, as did 74/171FAN.  But opposition to the project had already made its presence known by then.  And it should be noted that Arlington County formally filed its lawsuit agains the project 2 days after the VDOT letter was written.

This is nothing to do with cancelled projects as such, but the level of financial stress many state DOTs are facing is so great they are having difficulty getting bids for projects that they consider acceptable, and as a result they are readvertised, sometimes on multiple occasions.  I just downloaded the plans for Oklahoma DOT's regular November letting.  There were 24 projects and, after I ran a batch file to remove all the projects I had already (generally because they had been advertised before), there were only 10 left!

Interesting...  In Nevada, there's been many recent stimulus projects that have received bids a decent percentage below the engineer's estimate ranges.  Most of these have been smaller projects such as overlays and other pavement management projects.  But it has happened enough that NDOT has been able to reallocate some of those funds towards other small projects that were further down on the priority list.

I suspect this might have something to do with the fact that the downturned economy really hit Nevada fairly hard, especially in Vegas.  With many other projects, including several large-scale Strip casino/resort projects scaled back or canceled, I'm guessing many contractors are willing to lower bids and lower their normal profit margins just so they have jobs to work on.


With that said, there's still some hurt on major highway projects here in Nevada.  One project that is currently mostly stalled is the completion of the Carson City Freeway--the final segment is ready for construction, but, aside from the construction of two bridges (that are being bid soon), full funding hasn't been identified for its construction.  Lowered tax revenues are also stalling some upgrades to expressway segments of the Las Vegas Beltway, whose ultimate completion has been pushed back at least one year from the 2013 date they've been touting for a while.  There are some other major upgrades to other highways that are in various stages of environmental study and/or design which may be pushed back depending on how things go over the next year or two.
